Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with the California Coastal Conservancy, Oakland, CA for services to provide assistance in documenting the specific needs for regional strategic coastal conservation planning and capacity building in northern California. The contractor will assess strategic coastal and marine conservation needs in a project study area located within the coastal watersheds of northern California, including the counties of Mendocino, Humboldt, and Del Norte. Building from the results, the contractor will work to synthesize existing information and ascertain needs relative to the development of regional priorities and regional recommendations for coastal and marine conservation planning in the study area. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the unique qualifications of the California Coastal Conservancy. As the state agency with existing mission, partnerships, and expertise needed to undertake a needs assessment and planning effort for coastal land acquisition they are uniquely qualified to undertake the activities along the northern California coast. The period of performance shall be from August 15, 2005 through August 14, 2006. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 13, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990 with a size standard of $6 million.
