- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with the Maine Coast Heritage Trust Office, Topsham, ME for services to provide geospatial technologies for planning and implementing coastal conservation efforts through the development of communication and outreach materials. The contractor will provide geospatial technologies to coastal conservation organizations in Maine who are planning and implementing coastal conservation efforts. On a statewide basis, the contractor shall identify and take efficient and effective ways to increase the technical capacity of statewide coastal conservation planning of local land trust organizations. The statutory authority for other than full and open competition is 41 USC 253(c) (1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the statewide role and priorities of the Maine Coast Heritage Trust. Their breadth of technical expertise and network of offices in Maine, which are directly involved in conserving land for its natural, recreational, scenic, historical, and productive values, make them uniquely qualified to provide the required services. They are the only known source with a statewide focus on coastal conservation efforts in the state of Maine and who provides services and direction to the Maine Land Trust Network. The period of performance shall be from August 15, 2005 through June 30, 2007. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 13, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990 and the size standard is $6 million.
