- The U. S. Coast Guard intends to issue a sole source contract to National Direct Marketing Systems (NDMS), Atlanta, Georgia, to renew an expiring software license/maintenance of the existing customized Closed Loop Lead Fulfillment System ?Angel? software product. The ?Angel? software provides an integrated leads management and recruiting software application tool which tracks all national and local ?lead? statuses and reports recruiter activity and lead disposition throughout the entire recruiting process. NDMS is the sole owner of the ?Angel? software and owns the source code and will not release it to other vendors. The contract period of performance will be a base year plus one (1) option year. The statutory authority for only one responsible source and no other supplies or services will satisfy agency requirements is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 (a)(2)(iii). The required services are available from only one responsible source; award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency?s requirements.
