Description

The U.S. Geological Survey's (USGS) Geographic Information Office, Federal Geographic Data Committee intends to negotiate a non-competitive procurement with the National States Geographic Information Council, (NSGIC) of Bel Air, MD. The proposed contract is for the establishment of a set of comprehensive core guidelines and materials to support a nationwide approach to generating new partnerships to the National Spatial Data Infrastructure (NSDI). NSGIC is the only known organization that provides a unified state voice on geographic information and technology issues, advocates State interests and supports the membership in their individual initiatives. The Council actively promotes prudent geographic information integration and systems development. NSGIC reviews legislative and agency actions, promotes positive legislative actions, and provides advise to public and private decision makers. The NSGIC includes national and internationally recognized experts in geographic information systems (GIS), and data and information technology policy. NSGIC is a source of information among state level geospatial professionals and is in a unique position to collaborate with Federal Geographic Data Committee to promote the NSDI and advance the Geospatial One Stop. THIS ANNOUCEMENT IS FOR INFORMATIONAL PURPOSES ONLY; no formal RFP will be available. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 5.302-1, the Government considers the services specified as a sole source from NSGIC and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. This notice may represent the Government's only official notice of this procurement.
