Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole source contract to Smiths Aerospace LLC, Electronics Systems Division, located at 3290 Patterson Avenue Grand Rapids, MI 49512, and procure approximately 245 Tactical Aircraft Moving Map Capability (TAMMAC) Advanced Memory Units (AMUs) and 207 mounting plates. The production support element of this procurement will include, but is not limited to, engineering investigations, engineering change proposals, integration and testing, spare and repair parts, engineering technical support, obsolescence analysis and redesign, and integrated logistics support. The contract will consist of a base period with option units. These options will include approximately 413 AMU?s and 311 mounting plates planned for the procurement over the remaining 2 years. The contract is anticipated to be awarded by January 2006. Quantities may increase as additional requirements are identified, at which time, notification will be made via the Federal Business Opportunities (FedBizOpps) web site. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Smiths Aerospace is the sole designer, developer and supplier of the AMU and associated mounting plates and is the only company with the necessary knowledge, technical data, equipment and experience to satisfy the government?s requirements for TAMMAC AMU production installations into F/A-18E/F/G, AV-8B and UH-1Z/AH-1Y aircraft platforms. Delivery is required to the aircraft manufacturer and will be required within 12 months of contract award or option exercise. This synopsis is not a request for proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture.
