The Bureau of Engraving and Printing (BEP) is soliciting for the purchase of a Betenbender Hydraulic Shear, Model 4-375 or equal for its facility in Fort Worth, Texas. The shear shall meet the following specifications: (1) the ability to accommodate metal plates 31 inches long by 33 inches wide, by .080? thick (2) mild steel capacity of 4 inches by 3/8 inches; (3) 36? power backgauge with LED readout; (4) 5 station NC GoTo controller; (5) NEMA Electrics; (6) All hydraulic fluids; (7) light beam gauge; (8) hour meter; (9) manual rapid blade gap adjustment (3/8?, ??, 5/8?, ??); (10) manual swing-up backgauge; (11) Single piece, top and bottom, shock resistant 1? x 4? HCHC knives with 4 cutting edges(upper and lower); (12) hydraulic self compensating hold-down bar assembly; (13) disconnect switch; (14) all steel construction; (15) push button and switch controls; (16) power adjust variable rake; (17) 4 foot squaring arm with inlaid scale; (18) Hydraulic pressure of 2500 psi; (19) one extra set of shear blades. At a minimum, the shear will have the following safety features: (a) Fully-guarded, 2-position 110V footswitch allowing for interruption of the cutting stroke at any point during the cycle; (b) The shear must meet NFPA 79 and construction requirements of the ANSI B11.4.- All machines must have disconnect switches, magnetic starters, 110/120 volt controls, and 230/460 voltages; (c) Safety switch for front guard; (d) Disconnect Switches; (e) Warning signs, safety markings and covers; (f) Central systems to provide the operator with complete control to stop and reverse ram by releasing the control; (g) For multiple operators, separate controls for each person; (h) Emergency up-switch on control panel. Contractor shall provide all labor and materials required for installation of the shear. The simple acquisition procedures set forth in FAR Parts 12 and 13 shall be used. This is a combined synopsis/solicitation. This notice constitutes the only solicitation; a written request for quotation will not be issued. The solicitation will be issued electronically on the Federal Business Opportunities web site at FedBizOpps.gov. Delivery terms are FOB Destination to the Fort Worth, Texas facility. The resulting purchase order shall be Firm Fixed Price. This order is set aside for small business. The award shall be made for best value. Quoters shall provide technical literature to assist the Government in determining conformance. The Small Business Administration Size Standard for NAICS 333293 of 500 employees will be used. All interested parties are required to submit a written quotation for Agency consideration. Quotation shall include the RFQ # 05-0603, proposed unit price, proposed extended price, any prompt payment discount terms, company name with point of contact, address, phone number, fax number, tax identification number, DUNS number, and size status(i.e. small business, disadvantaged business, woman owned business). Quotations are due on August 1, 2005 by 3:00PM Eastern Standard Time. Firms may fax their quotations to 202-874-2200 or e-mail their responses to. Quotations can be mailed to the BEP Office of Procurement, Attn: Donald Baron, 14?Th and C Sts SW, Washington, DC 20228-0001. Telephone requests will not be honored.
