Description
NASA/MSFC has a requirement for (1) Perpetual lease of CFD-ACE+ Base for a single CPU on Windows or Linux. Includes on-line documentation and one year maintenance/support/upgrades. (2) Perpetual lease of CFD-ACE+ Multiphysics for a single CPU on Windows or Linux. Includes on-line documentation and one year maintenance/support/upgrades. (3) Perpetual lease of Electric Add-on module for a single CPU on Windows or Linux. Includes on-line documentation and one year maintenance, support, and upgrades. (4) Perpetual lease of Parallel-8 for support of up to eight CPUs in parallel on Windows or Linux. Includes on-line documentation and one year maintenance/support/upgrades. (5) Maintenance/Support/Upgrades for additional four years support. (Support, maintenance, and upgrades will total 5 years for this effort.) NASA/MSFC intends to purchase the items from ESI Group, 2880 Lakeside Dr. Suite 226, Sana Clara, CA 95054. These items are being purchased on a sole source basis pursuant to FAR 13.106. This is a proprietary software license renewal and is available from only one source. This fluid dynamics software is able to couple flow, conjugate heat transfer, chemistry, biochemistry, solid-fluid interaction and electrostatics all in one problem. This software is also able to address many requirements for modeling biomicrofluidic applications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 15, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
