- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI5086, and is being issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The associated North American Industry Classification System (NAICS) Code 334510, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a complete Cytogenetic System from Applied Spectral Imaging. This system will add to the molecular cytogentic methods to characterize how particular chromosomal alterations contributing to the increase proliferation rate, loss of contact inhibition and cell malignant transformation. The cytogenetics workstation incorporates a patented, interferometer based hyperspectral imaging platform for multi-color FISH, clinical banding, and quantitative FISH (ASI holds the patents for 24 color FISH). Through its design, the system offers a single acquisition for multi-color FISH rather than multiple image captures using separate filters. This eliminates the possibility of registration shifts and accommodates for uneven illumination and environmental factors which may harm the analysis. This system never has to be retrained for lot by lot variations in probes which makes it even more unique. This provides significant cost savings in probe usage and overall efficiency. The system comes complete with a full featured database management system with full statistics, cell/case comparison, and reporting features. No other system on the market is known to have this or the patented image acquisition technology. Considering our microscope configuration a Zeiss Axioskop 2, the SKY is the only solution which will work without purchasing another microscope. Our current microscope could not accommodate the multiple filters needed for alternative technologies. The following instrument and products may be acquired under this acquisition: Item/Description/ Quantity: (1) Cytogenetic System with Dual mode VDS system for Spectral Imaging: including Interferometer / Personal Computer / VDS-CCD / 2 controllers / Frame Grabber / Acquisition Software / Windows XP, Bundling of EXPO versions of BandView, Case Data Manager (CDM), FISHView and SkyView software, SKYTM Filter/Cube set + Dapi Filter/Cube set + Texas Red Filter/Cube + FITC Filter/Cube set + C-Mount+ installation & training, qty-1. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland 20852. The government will award a fixed price purchase order to the responsible contractor.
