Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested for a Firm Fixed price contract and a written solicitation will not be issued. The solicitation number is HSBP1105R0473. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The NAICS code is 334511 with a size standard of 750 employees. Contractors are still required to identify their company?s business size even though unrestricted via their representations and certifications. The United States Border Patrol, BORSTAR Dive Team is solicitating offers for an underwater sonar system. The system will be used exclusively for locating bodies and small evidentiary items (firearms, weapons, etc.). The most important requirement of this sonar system is the resolution and quality of the images. One (1) MS1000 Scanning Sonar Processor, 3000 m ?High Resolution? Geared Sonar Head with Compass Digital Telemetry; gimbaled, lightweight, portable tripod; 175 feet of Kevlar cable. Suggested manufacturer is Kongsberg Simrad Mesotech Ltd. The item part numbers are # 974-23130000, and the part number for the compass is # 974-23007901. On-Site Training in Yuma, AZ in the amount of 2 Days, 16 Hours with 1 knowledgeable, experienced instructor is required. Training, shipping costs, taxes, (FOB destination) shall all be included in the price offered. 52.211-6 Brand Name or Equal applies to this solicitation. If submitting an offer for an equivalent item, offeror shall submit offer in accordance with below Statement of Work (SOW). Provisions at 52.212-1 Instructions to Offerors-Commercial are applicable to this requirement. 52.212-2 Evaluation ? Commercial Items (Jan 1999) , The following factors shall be used to evaluate offers: Technical quality, past performance and timeliness. Technical quality and past performance when combined, are equal compared to price. 52.212-3 Offeror Representations and Certifications-Commercial Items should be submitted with the Contractor?s responses/proposal. 52.212-4 Contract Terms and conditions applies to this requirement with the following addendum: 52.225-3, Buy American Act?Free Trade Agreements?Israeli Trade Act (Jan 2005) (41 U.S.C. 10a-10d, 19 U.S.C. 3301 note, 19 U.S.C. 2112 note, Pub. As applicable for Equivalent Offers: Statement of Work: Sonar Requirements: The United States Border Patrol, BORSTAR Dive Team is soliciting bids for an underwater sonar system. The system will be used exclusively for locating bodies and small evidentiary items (firearms, weapons, etc.). The single, most important requirement of this sonar system is the resolution and quality of the images. All bids submitted should include, six high-resolution, un-altered, non-enhanced images. The images must be from three separate locations or scans to ensure consistency. Detection of any altered images will result in disqualification. Images will remain the property of the USBP in Yuma, AZ. The sonar system needs to be easily portable and designed in such a fashion that it can be cased, and flown on commercial transport. The power requirements for the sonar system need to be minimal. It will be deployed from a 20ft boat and should be operable from a voltage inverter or very small generator. Sonar Head : 675 KHZ , High Resolution, Rotary Scanning; Beam Width 1 Deg by 30 Deg Fan or better; Scan Speed < 45 seconds 360 Deg scan to 100 meters @ 1.8 Deg step Size; 175 feet of Kevlar Cable. Tripod: Gimbaled, lightweight, portable. Laptop Computer: Ruggedized Laptop; Windows based software; Intel Pentium Processor 1.6Ghz or better; 512MB RAM; 40GB Hard Drive Minimum, Shock Mounted; CD Writer; WiFi 802.11 b-g; 15? Display, 1600 x 1200; Resolution; Ethernet Network Capability. Software: All software requirements shall be (Compass bearing, Lat Long/UTM, Search Utilities, Sonar Control) integrated and viewable through one software platform, Windows XP, Sonar Control Software, Ability to control scans to sectors, user defined to at a minimum of 15 Deg., Target measurement utilities for height, width, range, bearing (integrated with compass head in sonar), Target annotation utilities, Ability to control multiple sonar heads with simultaneous viewing of data, Fully adjustable range and gain controls, Zoom and magnification tools, Ability to store data to hard drive: Image, Profile and Time, Ability to export snapshots in Jpeg or bitmap format, Navigation Input NMEA 0183 Format, Ability to print screen data, Search Management utilities: Utility for setting up search areas and survey lines integrated with Lat Long/UTM support, Displays areas searched and areas not searched to ensure sonar coverage, Displays targets geographically. Shipping Containers: Hard Plastic, Pelican Type, Re-Usable shipping Containers. Compass Option: Self-calibrating compass mounted to sonar.
