Description
We are looking for a system that will provide a rather large (about 20 miles), perimeter style surveillance capability that, when a breach of the perimeter is detected, it causes an optical device to provide the ability for someone at a central monit oring station to visually assess the breach. This system would be akin to a virtual fence and should have the capability to be permanently situated, mounted on vehicles, or be manportable. Connectivity to a central monitoring station should be redund ant using hard wire, fibre optic cable, or possibly RF. All options are plausible at this point, but costs will drive the final decision. System must be capable of operating in all weather conditions, to include extremely high heat and wind conditions. The proposed system should be able to be programmed to fit the changing requirements for security levels, and provide:1)excellent all weather and wind condition capabilities, 2)be able to provide relatively broad coverage, 3)have a scan rate related to the area and range of area to be covered, 4)capability to scan and provide assessment visual monitoring of potential targets at long ranges,5)possess pan-and-tilt capabilities, both programmed in to the automatic scan/assess mode, 6) controllable from the cen tral monitoring station. If you have a solution for this problem, please submit information on your solution, not to exceed 25 pages and your estimated price for a 20-mile perimeter to Mr. Rick Koehler, U.S. Army Garrison - White Sands, WSMR, NM 88002. His email address is richar d.koehler@wsmr.army.mil. Concepts must be received by 2:00 pm MDT on 25 July 2005. Concepts will be evaluated to determine their feasibility and their affordability. Vendors may be asked to provide a product demonstration.
