- The purpose of this notice is to change the Solicitation No. for the Minuteman MEECN Program Advanced Extremely High Frequency (MMP AEHF), as published on 17 Aug 2004 in FedBizOpps, from 'R901' to 'FA8726-05-R-0007'. Original synopsis (17 Aug 2004): Minimum Essential Emergency Communications Network (MEECN) systems provide US Forces with a survivable link for reception of Emergency Action Messages (EAMs) from the National Command Authorities (NCAs) and include the Minuteman MEECN Program (MMP), which provides Extremely High Frequency (EHF) and Very Low Frequency/Low Frequency (VLF/LF) messaging support for ICBM Launch Control Centers (LCCs). The MMP increment 1 provided a ?low-risk technical program? that integrated two communications systems into the same ICBM LCC equipment rack - EHF transmit/receive capabilities and VLF/LF Joint Chiefs of Staff (JCS) mandated High Data Rate (HIDAR) secure message reception. MMP increment 1 is in the final phases of production and deployment at the three ICBM Space Wings. MMP Advanced EHF (AEHF) modification (increment 2) will provide, by 2010, EHF Extended Data Rate (XDR) functionality with the capability to operate on the Transformational Satellite (TSAT) constellation, using the AEHF XDR waveforms defined in the AEHF Payload to Terminal Interface Control Document (ICD) to facilitate transformation to Network-Centric Operations.
