- Evaluation of the Ministry of Agriculture Extension services, and the National Center of Agricultural Research and Transfer of Technology (NCARTT) Extension Agricultural Economist and Extension Agronomist. BACKGROUND: NCARTT operates according to specials by-laws as a semiautonomous institution with administrative and financial independence from the Ministry of Agriculture. NCARTT consists of a main headquarter located at Al-Hussein, the Agricultural Experiment Station at Baqa?a and six Regional Centers in Deir Alla, Ramtha, Khaldieh, Mushaqar Rabba, and Shoubak. It operates 12 research stations representing different agro-ecological conditions in Jordan. The Ministry of Agriculture (MOA) has the responsibility to deliver agricultural extension services. They have a system of administration and implementation consisting of more than 120 employees for all of agriculture in Jordan. The Directorate of Agricultural Extension operates through four divisions: Technical, Training and programming, Agricultural Information, and Evaluation Division. NCARTT has responsibility also for extension and/or technology transfer. They have a technology transfer component in their mission. Typically they will provide some written information in leaflet form and deliver that material to MOA for dissemination. Most of those materials are dates, general in their focus and limited in scope. NCARTT is the leading agricultural research group in Jordan and they have some success in technology transfer through these written publications, field days for farmers and on farm trials. There was a general feeling that they were not as active as necessary and their work was not always applicable to the farming community, but they did provide and could provide valuable services. However, there was a strong sense from those interviewed that the work of NCARTT was not applicable in its focus and that the likelihood of successful outreach would be further limited because of the nature of the information being generated. Much of the success of a review depends on the planning and preparation on the part of NCARTT and Extension Directorate prior to the reviewers? site visit. Advanced planning assures that objectives are met; that the most relevant materials are prepared and distributed to the evaluation teams prior to the review, and that time is appropriately managed during the conduct of the review. The Institutional Administrator, in consultation with the ARS team leader, will determine the selection of functions and topics to be addressed in the reviews. Page 2 PURPOSE: 1.Review NCARTT?s mission, vision for the future, and strategic plan for achieving their goals. 2.Review NCARTT?s mandate and Jordan?s agricultural research policies, under which NCARTT operates. 3.Evaluate the present staffing and future staffing plan in relation to the mission, vision and strategic plan. 4.Evaluate the status and accomplishments of NCARTT?s present programs and their effectiveness in moving the organization in the directions defined by the strategic plan. 5.Review the extension department of MOA, its mandate, responsibilities, present and future staffing plan, infrastructure, facilities, budget, authorities and the effectiveness of its program. 6.Assess the advantages and disadvantages of having extension services provided by MOA vs. other potential providers, such as NCARTT and Universities. 7.Provide reasonable recommendations with implementation potential and constructive critique regarding programs and direction to expand program excellence in NCARTT and to establish to functional extension system in Jordan that is responsive to farmer?s needs.
