- The Naval Surface Warfare Center, Carderock Division (NSWCCD), has a requirement for upgrading its CORE RADAR SYSTEM originally purchased from Aeroflex Powell, Inc.under purchase order N00167-03-M-0308. NSWCCD intends to negotiate with only one source and issue a firm-fixed price purchase order to Aeroflex Powell, Inc. (API), Powell, Ohio 43065. As the original manufacturer, API is uniquely familiar with the development and design of system and possesses proprietary rights to the system software source codes. Award to another contractor would result in substantial duplication of costs to the government. THIS IS NOT A REQUEST FOR QUOTATION however all responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
