Description
The National Institute of Standards and Technology (NIST), Boulder CO proposed to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) Calmar Optcom, 755 North Pastoria Ave., Sunnyvale, CA 94085. NIST requires a femtosecond fiber laser with fundamental wavelength between 1550-1570 nm, and second-harmonic output wavelength between 775-785 nm. Both wavelengths shall be available in free-space, collimated output beams. In addition, there must be another output for synchronization with external equipment (this can be a separate fiber-coupled output at the fundamental wavelength that could be input to a high-speed photodiode, or could be an electrical output that is synchronized with the fiber laser pulses). The laser repetition rate must be 10 MHz. At the fundamental wavelength, the pulse width shall be less than 150 fs, and the output power shall be at least 10 mW average power, and at least 10 kW peak power. At the second harmonic wavelength, the pulse width shall be less than 300 fs, and the output power shall be at least 10 uW average power and at least 10 W peak power. The output at the fundamental wavelength shall be linearly polarized with a polarization extinction ratio greater than 20 dB. The laser must have a stable repetition rate with a method for locking the repetition rate to an external source (most likely achieved with a piezo stretcher in the fiber laser cavity, and a port for control of the stretcher). Tunability of the repetition rate with the piezo stretcher shall be at least plus or minus 200 Hz. The vendor shall provide at least a 1 year warranty. The vendor shall provide at least 2 references from customers who have received similar systems. Delivery shall be within 3 months after receipt of the order. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice is for information purposes only. Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Questions should be submitted in writing to the contracting officer either by fax or e-mail before August 18, 2005. Anticipated award date is August 19, 2005.
