Description
NASA/JSC has a requirement for software support on the integration of Shuttle Abort Flight Management (SAFM) flight software into the JSC real-time software integration and test facility (SITF) target processors. It also requires the contractor to assess SAFM for reuse as the Autonomous Flight Management (AFM) system for Autonomous Rendezvous and Docking (AR&D). In addition, the contractor shall support research into verification and validation (V&V) risks for autonomous software using SAFM as the reference model. NASA/JSC intends to purchase the items from General Dynamics C4 Systems. A sole source procurement is justified because General Dynamics C4 Systems developed the SAFM flight software. The contractor?s intimate knowledge of SAFM allows them to immediately begin integration of the software into the SITF. The first major milestone of the project is to demonstrate the execution of SAFM in the SITF by September 2005. If this requirement were competed, it would take another contractor over a year to acquire the necessary knowledge and background on the SAFM architecture, algorithms, and Input/Output to be able to properly integrate it into the SITF. This delay is not possible due to the time constraints of the requirement. Furthermore, the time it would take for a new vendor to acquire the SAFM knowledge would substantially duplicate the costs the Government has already incurred on the current and past contracts and subcontracts with General Dynamics C4 Systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on August 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
