Description
RFP HSBP1005R0517 PR # 20015238 Commercial Generators Tucson Horse Patrol Unit This is a combined synopsis/solicitation for supplies and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSBP1005R0517 and this solicitation is issued as a request for quote. The Closing Date and Time for this solicitation is August 22, 2005 at 4:30 PM Arizona Time. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-05. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents and to review the full copy solicitation. This requirement is solicited as a Small Business Set-aside. The NAICS code is 335312 with a size standard of 1,000. Contractors are still required to identify their company's business size even though unrestricted via their representations and certifications. The description of the requirement is for three (3) commercial generators, delivery and set-up as described in the Statement of Work. To be performed for: Customs and Border Protection; Tucson Sector Horse Patrol Unit (TCA/HPU); 1970 West Ajo Way, Tucson, AZ 85713. Provisions at 52.212-1 Instructions to Offerors-Commercial and 52.212-2 Evaluation-Commercial Items (Jan 1999) as amended. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors along with the price shall be used to evaluate offers: 1) Quality of Service 2) Timeliness of Performance 3) Business Relations. Each quote will be evaluated independently. No mergers of solicitations will be accepted. Contact the contract specialist shown below for a complete copy of this solicitation. Place of Performance: Pima County; Tucson, AZ The contract awardee will successfully offer 3 commercial generators according to the below Statement of Work for Tucson Sector Horse Patrol Unit (TCA/HPU). Statement of Work for the purchase of Generator Equipment for the Tucson Sector Horse Patrol (TCA/HPU) The vendor will provide all equipment, shipping and set-up for industrial duty generators to be used by the TCA/HPU in and around Tucson, Arizona. SCOPE: The TCA/HPU has several sites they are using as campsites for enforcement purposes. There is no commercial power to these sites. 100% duty-cycle generation equipment is required to provide these sites with electricity for day-to-day activities. The vendor?s estimate should be comprehensive and specific as to the equipment being estimated for purchase. The vendor?s estimate should reference and be attached to this Statement of Work when submitted. The vendor will be responsible for the following: - Provide 1 portable generator with delivery to 1970 West Ajo Way, Tucson, Arizona 85714 - Provide with each generator a control panel and a fuse/breaker panel with outlets: - Recommended equipment Generator should be portable and trailer mounted. Generator should be able to provide power for six RV style camp trailers simultaneously. Generator should be able to perform under extreme environmental conditions. Generator should have all applicable hardware to allow for camp trailers to connect from 50 ? 100 feet away. All safety equipment should be included. Generator should have a fuel tank capable of running the generator at full capacity for 24 hours. Service: Technical Assistance with initial set-up in the field. - Test and ensure that each generation system is completely functional. Contractor will have 21 days from award to complete this project. MATERIALS: The vendor will provide all materials unless otherwise stated in this statement of work. All Materials provided by the vendor will be industrial grade and intended for the purpose in which they are used. Materials provided by the contractor will be provided with a warranty of not less than (1) one year. Warranty on the generator system will not be less than (3) three years. WAGES: Any work performed in relation to this contract and on a government facility will be subject to the Service Contract Act and Walsh-Healey Public Contracts Act. CLEAN UP: All work areas will be kept clean on a daily basis for the proper completion of all work. The vendor/contractor will be responsible for clean up of all debris/trash that is generated as a result of this project. All debris/trash will be removed and lawfully disposed of in a proper facility. Any hazardous or toxic materials created from this project will be removed and disposed of in a legal manner so as not to harm the environment. SAFETY: The operations of this facility are ongoing 24 hours a day 7 days a week. The contractor will take necessary precautions and be prepared to work with the ongoing day-to-day activities that occur in the areas of the US Border Patrol work areas. The contractor will be responsible for the safety of his/her employees. Proper safety equipment will be used where necessary. The work areas will be kept clean as suited to the needs and safety of all personnel and employees. SECURITY: All US Border Patrol stations and camp area are to be considered secure areas. All personnel who will work within these areas will be subject to a security check to verify eligibility to perform work within these areas. All persons who have a need to enter these areas for work purposes will check in and out with the agent in charge of the facility/area. Identification tags may be required to be worn by all non-US government personnel and will be returned each day.
