- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. The contract line items for this request for quotation are as follows: Item No. 0001, Instrument for Measuring the Hydrodynamic Size and Zeta Potential of sub-100 nm Particles in Microliter Sample Volume; Quantity: 1; Unit: Each. Item No. 0002, Contractor Installation of Item No. 0001 at NIST MINIMUM SPECIFICATIONS FOR ITEM NO. 0001, INSTRUMENT FOR MEASURING THE HYDRODYNAMIC SIZE AND ZETA POTENTIAL OF SUB-100 NM PARTICLES IN MICROLITER SAMPLE VOLUMES The instrument is needed for the in situ physical characterization of nanoscale particles, targeted for biomedical applications, where sample volumes may be in the microliter range. Minimum requirements for this system are listed below. HYDRODYNAMIC SIZE MEASUREMENT - Instrument shall be capable of measuring the hydrodynamic size and size distribution of particles dispersed in a liquid using the dynamic light scattering (DLS) method. - The minimum measurable size range shall be from 1 nanometer to 1 micrometer. - The minimum measurable solids concentration shall be 0.1 mg/mL or less. - The instrument shall be capable of measuring size with sample volumes as small as 20 microliters or less. - The instrument shall include a laser source that is of sufficient output power in the visible wavelength spectrum to analyze weakly scattering particles (such as dendrimers) with sizes down to about 2 nm or less. - Software package shall include cumulants analysis, as well as CONTIN, NNLS and/or other comparable inversion algorithms, for the analysis of DLS autocorrelation data. ZETA POTENTIAL MEASUREMENTS - The instrument shall be capable of measuring the d.c. electrophoretic mobility of nanosize particles (diameter at least 1 nanometer and less than 100 nanometers) with total sample volumes less than 1 milliliter for aqueous samples. - The minimum solids concentration necessary for measurements shall be 0.1 mg/mL or less. - Software package shall include mobility-to-zeta potential conversion using the Smoluchowski formula. AUTO-TITRATION CAPABILITIES - The instrument shall have the capability to run automatically controlled titrations to determine the dependence of both size and zeta potential on both pH and electrolyte concentration. - Autotitrator shall require a sample volume of no more than 10 mL, with smaller volume requirements being considered particularly advantageous. - Autotitrator shall include a pH electrode and sample stirrer, and all necessary sample cells and disposables to permit the analysis of at least 75 samples. INSTRUMENT CONTROL HARDWARE - Instrument control system shall include a PC with the following minimum requirements: Pentium series processor running Windows XP or Windows 2000 OS, a CD ROM drive, an available USB port for a memory stick. - System shall include a 17" (or larger) Flat Panel Display. - System shall include an Inkjet Color Printer or equivalent printer capable of 300 dpi or better printing resolution. OTHER REQUIREMENTS - Size and zeta potential measurements shall be non-destructive, and sample recovery shall be routine and convenient for the user. - The temperature range for analysis shall be continuously variable and controllable between about 5 and 70 degrees Celsius. - Instrument control software shall include "trend" measurements to analyze the effects of time and temperature on size. - All disposable items (e.g., measurement cells) shall be included in sufficient quantity to permit the analysis of at least 50 individual samples without cross-contamination. REQUIREMENTS FOR ITEM NO. 0002 ? CONTRACTOR INSTALLATION OF ITEM NO. 0001 AT NIST The Contractor must perform, in the presence of the NIST Technical Information Contact (TIC), installation of Item Number 0001 at NIST in Building 223 Room A228. The Contractor shall coordinate the exact date and time for this installation with the TIC within three (3) days after Item No. 0001 arrives at NIST. The Contractor must install Item No. 0001 within fourteen (14) days after the system arrives at NIST. The Contractor shall provide at the time of installation, all training necessary to properly operate the instrument and to fully utilize the data analysis software. On-site training shall include up to 2 users. The TIC will reserve a 7-day evaluation period starting on the date of installation to verify whether Item No. 0001 operates per the purchase order specifications, especially those pertaining to particle size range, solids concentration range and minimum sample volume. Item No. 0001 can only be accepted after it is installed at NIST and its performance is deemed by the TIC to meet purchase order specifications. The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. Clauses: 52.204-7; 52.212-4; 52.212-5, including subparagraphs: 52.219-6; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-13; and 52.232-33. QUOTATION SUBMISSION INSTRUCTIONS Offerors shall read FAR 52.212-1 and submit their quotation by email to Joseph.Widdup@nist.gov in accordance with paragraph (b) of that provision. Each quote shall include items (1) through (11) of FAR 52.212-1(b), to include past performance information noted in (10). PRICING MUST BE INCLUDED AS A SEPARATE DOCUMENT FROM ALL OTHER DOCUMENTS. Quotes must be received at Joseph.Widdup@nist.gov by 3:30:00 p.m. Eastern Time on August 5, 2005. If any portion of the quotation cannot be transmitted by email, then it may be faxed to Joseph Widdup at fax (301) 975-8884. Email EVALUATION FACTORS FOR AWARD NIST intends to award a purchase order using FAR Part 13, Simplified Acquisition Procedures to the Offeror whose quote represents the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the following factors: 1) Extent to which the offered system meets or exceeds the minimum specifications listed in this RFQ; 2) Past Performance Information; and 3) Evaluated Price. Factors 1) and 2) are equally important and, when combined, are significantly more important than Evaluated Price. QUESTIONS REGARDING RFQ All potential Offerors that wish to ask questions shall submit them in writing to joseph.widdup@nist.gov by Tuesday, August 9, 2005. NIST will provide written responses to all questions received by that date via an amendment to the solicitation. NIST will not guarantee responses to questions received after that date.
