Description
The Department of Homeland Security (DHS) and the National Institute of Standards and Technology ? Office for Law Enforcement Standards (NIST-OLES) seeks sources for commercially available portable explosives detection systems and blast mitigation equipment or materials. The equipment identified by potential sources may be Commercial-Off-The-Shelf (COTS) products or mature emerging technologies/ prototypes. This Special Notice addresses portable explosives detection and blast mitigation systems, which must be single-man portable, rugged, easy to use, with minimal set-up time, and operate on COTS batteries or on rechargeable batteries (if applicable). This notice does not address explosives detection systems which require 110/220 volt-alternating current (VAC) electric power or power from 12 or 24 volt vehicle batteries. The equipment is expected to be applied in a wide variety of first responder scenarios including package inspection and area search. Interest includes both trace detection of vapors from explosives or explosive residue as well as detection of bulk explosive materials. All equipment suppliers are encouraged to submit information even if equipment is limited in scope, e.g. bulk detection only. The ability of equipment to classify/identify explosive materials is also of interest. The ability of the equipment to be used in other applications such as detection of illicit drugs or toxic chemicals should also be described. Sources are requested to provide specifications to include start-up time, detection range and limits, response time, interferences, selectivity, power requirements, system size, and weight. This notice also addresses portable equipment or materials that can be used to mitigate the effects of an explosion. The desired equipment or material would be readily portable and could be employed by a single individual. Sources are requested to provide specifications of size, weight, deployment time and the size of the explosive charge that can be contained or mitigated. The notice invites sources for mature COTS products and emerging technologies/prototypes. All sources should provide their respective information and specifications to the Government free of charge and at their own risk. This notice is not a Request for Proposal (RFP), and the Government will not award any contract on the basis of information or specifications provided by the potential source.
