- Modification #2 is hereby issued to add the following questions and answers: 1) Section 4 of the solicitation, entitled "Source Code Escrow Services" states that "The Contractor will accept at least four (4) deposits of software updates and patches per year with no additional charge." To respond to this requirement, can a bid have tiered pricing (e.g., '$X annual charge, which includes up to four updates, but there may be an additional charge of $Y per additional update for the 5 or more subsequent updates in any given year)? Yes. Additional charges for additional updates beyond the four required will be accepted. Time & Materials Portion for Verification Services: 1) Should the time & materials bid include a total approximated cost estimate, or only an hourly charge for the services rendered? Bid should include a total approximated cost estimate with in-depth basis of estimate describing hours and work packages. 2) How are material costs handled? For example, if particular computer equipment or software products must be purchased to conduct the verification procedures, do those costs have to be figured into the current bid, or can they be included in subsequent purchase orders? To estimate these costs in advance will require some knowledge of what hardware or software the Vendor will provide, but that information is not available in the solicitation. The contractor (for source code verification) is required to provide the hardware and software necessary to build the executables. The hardware necessary to test and verify and test the IBIS system will be provided by FTI and/or ATF. It is not expected that the contractor will need to purchase any equipment. 3) For the "Determine/Confirm and Recreate Build Environment" step of the verification services the solicitation states that the contractor will be able to contact the IBIS vendor to gather necessary information. Do you know the scope of the information the vendor can or will provided? For example, will the vendor make any of the following items available: make-file instructions, user documentation for building a new, non-configured system from scratch, installation procedures, information on libraries, tools, or compiler types/versions used to build the files? Without the vendor providing this information, the verification will take longer than it would if the information was made available. Also, escrow deposit materials sometimes do not include "off-the-shelf" items; will any specifically required hardware or software materials be provided by the vendor for this account (for example, Microsoft Visual C++, Oracle 7, etc., if those are currently required to re-create the build environment), or should the cost of those products be built into my bid? It is expected that the hardware and software materials required to recreate the environment are requirements for the contractor's line of business and therefore are to be provided by the contractor. FTI is required to provide the necessary information to the source code verification vendor. 4) For the "Test" step of the verification services, other than loading the executables onto the IBIS system and making sure that they run, what is the role of the contractor in testing the functionality of the system according to the ATF's test plan? For example, if the DAS/R has problems remotely communicating with a regional ATF IBIS server, is that a problem the contractor is expected to correct, or do security or other agency concerns require that ATF's internal IT or networking personnel address the remote-connection problem? The source code verification contractor is expected to load the executables onto the IBIS system and make sure that they run. The contractor will verify all processes are running. The contractor will not be expected to perform an IBIS functionality test
