Description
INDIVIDUAL ALERT SYSTEM THEATER REQUEST FOR INFORMATION (RFI) ONLY FOR PLANNING PURPOSES. THERE IS NO SOLICITATION DRAWING PACKAGE AVAILABLE. This is a request for information only as defined in FAR 15.201(e). The government does not presently intend to award a contract, but wants to obtain information on commercially available individual alert system. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Air Warfare Battlelab (AWB), Mountain Home Air Force Base, Idaho, is planning to conduct a study that will evaluate commercial options to solve the following problem: United States Air Force requires an individual alert system for personnel deployed in Air Expeditionary Forces. For example, such an alert system could conceivably be employed in the following scenarios: if a missile was detected and about to strike an area, an alert message could be sent out to individuals within that area in near real-time, including those who may not be within audible range of a base alert buzzer. The system could also be used to send out time critical instructions like FPCON changes. The AWB is interested in Commercial-Off-The-Shelf (COTS) products that could be used as-is or slightly modified to solve this problem. These attributes are desired requirements by the USAF: 1. Support an individual alert system for personnel, wherever they may be located in the world. 2. System could incorporate one or several methods of delivery 2.1. System could incorporate algorithms to incorporate sending warning alerts/messages in relation to individual?s proximity to a GPS location or grid location. Alerts should be capable of only notifying individuals that are within a certain radius of the GPS location or within the applicable grid location. 2.2. System could display a warning alerts/message for a certain units or series of multiple units. 3. Control capabilities should be easy to implement so that messages can be transmitted real-time without delay. 4. Encryption capabilities from sender to receiver would also be an option. 5. Warning alerts would incorporate various audible tones 6. Message text could display short messages 7. Units could be rechargeable and/or have extended battery life 8. Units should be water resistant 9. Units should be shock resistant The AWB is seeking the following specific information from industry representatives: 1. The manufacturers suggested retail price and/or a schedule of lease pricing for the commercial product. 2. The name of distributors who could sell to the Government. 3. The degree to which the product can meet or exceed the above desirable and beneficial attributes of the USAF.
