Description
The Northern Region Contracting Center-Leavenworth, KS, is seeking sources capable of providing support to the Battle Command Knowledge System (BCKS) requirement for an Online Team Teaching and Judgment Tool. The Online Team Teaching and Judgment Too l will enable interactive teaching within, between, and across geographically dispersed teams and units, and deliberate practice in tough decisions or on newly generated best practices using rapidly developed and rapidly played tactical decision games and judgment exercises. The government requires the hardware and software to be installed and operational on the BCKS network within 30 days after award. The Online Team Teaching and Judgment Tool application shall provide the following capability: Support ope n standards and formats (extensible Markup Language or XML capable of migration to the Semantic Web), and embed in BCKS Virtual Team Services (Share Point and Groove) and Community Services (Tomoye Simplify/ECCO). The tool shall also integrate with Microso ft Office 2003, support 24/7 operations and have an uptime in excess of 99%. The application shall provide worldwide availability for users via a web browser without installing client side software. The application shall provide the capability to use Army Knowledge Online Single Sign-on (AKO SSO) for user authentication. The application shall have the capability to seamlessly integrate into existing curriculum, Learning Management Systems, BCKS Structured Professional Forums and virtual team knowledge objec ts and be able to migrate to OWL (Web Ontology Language). The application shall provide the following features: An easy-to-use, intuitive user interface; non-obtrusive interaction with the content; no pop-ups or banners that distract from the viewer experi ence, support streaming media of any file type and is platform agnostic (Real, QuickTime, Windows Media, MPEG 2), users shall be able to select objects within the application to access additional reference material (text, audio, additional video). This wi ll include objects seen in a full motion video as described: Student sees a cursor rollover indicating a hotspot, click to receive live web pages or content unique to the video or additional video streams, video continues to play or can be paused on cli ck, lightweight (Flash, Java or player-embedded); no downloads necessary, interactive (live) links can be updated anytime, and key links can be programmed/triggered to display automatically. Object selection will allow users to launch a Tactical Decision Game, participate in a chat, or link to additional reference material (text, audio, additional video). Viewers can add input to scenarios in a video presentation, which can be supplemented by others within a chat, bulletin board or discussion thread envir onment. A chat and threaded discussion capability that enables collaborative evaluation, formation of patterns, generation of action scripts, activation of mental simulations, and assessment by mental models. The application will enable Battle Command revi ew, at the games end. Technical and functional expertise shall be provided to various Army installations to maintain the system. This expertise shall include the technical support of operating the application and functional expertise in the establishment a nd maintenance of the Online Team Teaching and Judgment Tool. All responses will be considered and must include proof of familiarity with the Online Team Teaching and Judgment Tool capability. All respondents must demonstrate expertise on the technical r equirements of the Online Team Teaching and Judgment Tool as explained and provide examples on the past use, integration and success of product. Respondents must also demonstrate expertise in the development of decision making games and supporting environ ment that leads to user education or training as explained above and provide examples on the past use, integration and success of the product.
