- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to negotiate on a sole source basis with St. Marks Powder, Inc., US 98 SR 363, P. O. Box 222, Saint Marks, FL, 32355-0222. The proposed procurement is to purchase a quantity of 25 AGS EX-45 ITLX Primers, SMP Mod-D Variant #4, and 2000 pounds of SHP 940 Hybrid Propellant in support of pending 155mm Advanced Gun System (AGS) testing scheduled to be performed during late 2005. St. Marks Powder, Inc. is the sole designer, developer, and manu! facturer of these unique items. Based on field test experience, any other type of propellant and/or primer will not work. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
