Description
REMOVAL SUPPORT TEAM 2 (RST2) Description Title: Region II Superfund Technical Assessment and Response Team III (START3) Removal Support Team (RST2) Contract Description The United States Environmental Protection Agency's Office of Acquisition Management will issue a solicitation to provide technical support services to the EPA Region 2 states of New Jersey, New York, the Commonwealth of Puerto Rico, and the United States Virgin Islands for emergency response, removal, and related technical and administrative services as defined in the Comprehensive Environmental Compensation, and Liability Act of 1980 (CERCLA or Superfund) as amended, the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statues. The contractor will provide services to support response activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants, that pose an actual or potential threat to human health or welfare, or to the environment. It is the Government's intent to award a three (3) year (36 months) initial period of performance, Fixed -Price, Indefinite Delivery- Indefinite Quantity (IDIQ) contract with Cost Reimbursement components with one-three year (36 months) award term and one -two year (24 months) award term for a potential period of performance of eight years (96 months). The estimated value of this contract is $89 million. Request for Proposal (RFP) #PR-HQ-05-12412 will be released on or about 15 days from the posting date of this synopsis. The purpose of the FedBizOpps announcement is to notify potential offerors of EPA's requirement and to direct interested parties to the EPA's "Business Opportunities with EPA" Internet World Wide Website at http://www.epa.gov/oam/index.htm. The RFP, amendments and other items for this procurement will be posted on the EPA website and can be downloaded through the date of contract award, estimated on or around January 31, 2006. Once at the website referenced above, select "Solicitations and Amendments" link. Then select "Superfund/RCRA Regional Procurement Operations Division." Under the Solicitation and Amendments heading select the "Superfund Technical Assessment and Response Team III, Region 2, Removal Support Team (RST2) RFP ." The award will be made on a best value basis with technical being more important than cost/price. The North American Classification Standard (NAICS) code 562910 applies.
