Description
NASA/GSFC has a requirement for 1. A remote sensing capable aircraft to be used for a NASA Observational Science Project in support of the Engineering and In-flight Calibration of the UAV Wildfire Sensor Mission for a period of sixty (60) days. The aircraft shall be used to provide real-time data collection and surveillance. The minimum flight crew will consist of two (2) pilots certified in accordance with FAR CRF (Code of Federal Regulations) Part 61. The aircraft will be operated under Federal Aviation Regulations (FAR) part 91 and meet all provisions of FAR Part 91. NASA/GSFC intends to purchase this service from Sky Research Inc., a small, SBA Certified Disadvantaged and Hub Zone firm located in Ashland, OR. Market Research was conducted and five vendors were found with aircraft that met the requirements of this mission for mounting requirements of the camera head but only the Cessna Caravan owned by Sky Research Inc. has the Inmarsat system which provides real time data-streaming which is a critical requirement of this mission. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS FOUND IN 10 U.S.C. 2304 (C)(2) The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 19,2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
