Description
NASA/GSFC has a requirement for installation of drum heaters, piping and appurtenances to serve two boilers. The boilers were built by Nebraska Boiler Company and have a saturated steam capacity of 40,000 pounds per hour. These heaters will provide a means to keep the boilers warm during standby periods, thus allowing plant personnel to quickly put them in a fully operational mode. One hundred (100) pounds per square inch gauge (psig) steam from the existing main header will be supplied to the heater, and the resulting condensate be returned to an existing underground condensate tank. All work shall be performed in compliance with the attached Scope of Work (SOW), specifications, and drawings, as well as with all applicable provisions of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, and ASME Standard B31.1, Power Piping. The following is the minimum certification/standards required by the contractor for consideration for this project: 1. Contractor shall have had relevant boiler installation and repair experience for the last 5 years. This experience shall include watertube type units in the size range of NASA?s boilers. Contractor shall submit experience record along with the quotation for review. This record shall contain: customer; location; boiler size; work performed; date; and customer contact. 2. Contractor shall hold current a National Board ?R? Code Stamp, and shall submit a copy along with the quotation for review. 3. Contractor shall submit Confined Space Training Certificates for each worker that will enter the boiler or act as Confined Space Attendant or Supervisor at site of work. 4. Additional Solicitation Information- Review and Submit the following if applicable to your quote: 52.228-2, Additional Bond Security; 52.228-5, Insurance - Work on a Government Installation 52.228-11, Pledges of Assets; 52.228-13, Alternative Payment Protections 52.228-14, Irrevocable Letter of Credit 52.204-7, Central Contractor Registration The SOW, specifications, and drawings are linked above or may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . ] This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. A site visit will be held on August 16, 2005 at 10:00 a.m. at the Goddard Space Flight Center Main Gate. Attendance is limited to no more than 2 persons for each offeror unless other arrangements are made with the Contract Specialist. The names and titles of attendees should be furnished to the Government representative at least 2 working days (August 12, 2005) prior to the site visit. Resident aliens must present their "green card" in order to be admitted to the Center. Foreign Nationals will not be admitted to the Center. Attendance at site visit is recommended; however, attendance is neither required nor a prerequisite for quote submission and will not be considered in the evaluation. Questions regarding this acquisition must be submitted to the Contract Specialist in writing (e-mail is preferred) no later than August 19, 2005. Quotes are due by 4 p.m. EST, September 2, 2005. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
