- Services are required to provide instrumentation and test support in areas of conventional high explosive phenomenology and special weapons effects, survivable structures/systems, systems safety assessments, and ionizing/non-ionizing nuclear weapons effects simulator operations and development. A previous notice for sources sought for this requirement was posted 7 Dec 04 under reference number TDTDL071204. BACKGROUND AND OBJECTIVES: The Defense Threat Reduction Agency (DTRA) conducts a broad spectrum of specialized research, test and development in weapons effects testing and other programs. Sources are sought to identify firms capable of providing instrumentation and test support in areas of conventional high explosive phenomenology and special weapons effects, survivable structures/systems, systems safety assessments, and ionizing/non-ionizing nuclear weapons effects simulator operations and development. Provide all labor, equipment, facilities, services, and materials necessary to maintain, calibrate, configure, modify, accept, account for, and transport equipment used in support of DTRA test programs. This support includes all aspects of planning, operation, maintenance, conducting, managing, fabrication, modifying, deploying & fielding, testing, and reporting test results using DTRA equipment and other specialized test support items located primarily at Kirtland Air Force Base (AFB), NM, White Sands Missile Range (WSMR), NM, Nevada Test Site (NTS), NV, and other locations world-wide. Specialized test items include instrumentation equipment, calibration & repair equipment, communications equipment, microwave transceiver equipment, construction equipment, power generators, electronic photography equipment, instrumentation vans & trailers, and apparatus for performing high explosive simulation tests. The major end items of this effort are test support and test data collection. GENERAL ADMINISTRATION AND OPERATIONS SUPPORT: All personnel working under this contract are required to acquire and maintain a Secret, National Agency Check (NAC) security clearance as employees could have access to classified information. Manage the contract and locate personnel at two primary locations, Kirtland AFB, NM and north WSMR, NM, as limited office space is available at the WSMR location only. Maintain all assigned facilities and provide custodial services. Operate and maintain the Government Furnished Property/Facilities/ Equipment (GFP/GFF/GFE) assigned. Provide support related to the general administration and operation of the instrumentation support contract (ISC) including non-direct test instrumentation support such as repair, maintenance, and calibrations of equipment required for basic test readiness. Maintenance and repair of Timing & Firing (T&F) Systems as well as Lightening Protection System equipment. Monitor and manage all aspects of the ISC program to include the progress of the program against the program plan, resolution of instrumentation issues, and current & anticipated costs. Manage the execution of all tasks to include program planning, monitoring program progress, cost management and reporting. Develop detailed plans to include all tasks and include detailed work breakdown structure, master schedule, resources required, and associated risk. Maintain 1000 channels of instrumentation equipment in a calibrated operational state for immediate use to support the test schedule and maintain documentation tracking calibrations. Manage safety programs ensuring OSHA compliance and DTRA specific programs including HazCom, Personal Protection Equipment (PPE), respiratory protection, fall protection, and underground & confined space operations. Establish preventive maintenance program, then schedule and perform preventive maintenance, including inspection, troubleshooting, repair, and modification of all vehicles, instrumentation, specialized test equipment, and other test support equipment. Provide logistical support for all task areas including all materials, parts, and labor necessary to repair instrumentation and support equipment or implement a system modification in a timely manner and such a way to ensure maximum operational capability. Maintain a computer based inventory control system to manage all parts, supplies, equipment, vehicles, materials, and other resources consistent with the maximum operational capability associated with task areas. Maintaining and managing classified and unclassified computer networks and systems including secure networks through effective Automated Information Security (AIS) program. Develop, test, implement, modify, and maintain software and firmware using programming languages compatible with existing machines, operating systems, and intended applications, tailored to individual event and experimenter requirements, for all programmable instrumentation equipment, and maintain documentation library. Configure instrumentation vans, equipment racks, data playback systems, instrumentation bunkers, and other containers for field deployment, including rack installation, power wiring, paint, cable installation, and other activities IAW drawings and diagrams. Operate and maintain data and video recording, display, transmitting, monitoring, editing, and reproduction equipment. Maintain a computer based inventory control system to manage all parts, supplies, equipment, vehicles, materials, and other resources. Provide cable management and issuing of cable at cable yard. TEST SUPPORT: Provide test support primarily at Kirtland Air Force Base (AFB), NM, White Sands Missile Range (WSMR), NM, Nevada Test Site (NTS), NV, and other test locations world-wide, which could require select personnel to maintain passports. Procure equipment and materials as needed to support test requirements. Provide transportation for equipment and personnel to and from event sites, which could include providing vehicles and personnel requiring Commercial Driver?s Licenses (CDLs). Provide technical support to project experimenters in the set-up and operation of test instrumentation. Provide support for fielding instrumentation equipment and event-site support concurrently at different test locations, including all labor, equipment and materials for test bed set-up, pre-test, test, post-test, and dismantling. Conduct trenching operations, cabling and connecting to recording systems, and developing cable operations plan. Responsible to configure, operate, and maintain the DTRA Data Acquisition Systems (DASs) including T&F systems. Participate in dry runs, dress rehearsals, and test execution operations. Provide data products such as hard copy plots and listings, and magnetic & optical media to experimenters. An indefinite-delivery-indefinite-quantity (IDIQ) task order type contract is contemplated with a basic ordering period of five years and an optional ordering period of five years. Both cost-plus-fixed-fee (CPFF) and Firm-fixed-price (FFP) Task Orders will be utilized. Secret security clearances are required. Contract award is anticipated for February 2006. This synopsis does not constitute an invitation for bids (IFB) or a request for proposals (RFP) and is not to be construed as a commitment by the government. The government does not intend to award a contract on the basis of this notice. This acquisition is unrestricted. The applicable NAICS code is 541330.
