Description
Description: This is a combined synopsis/solicitation to procure commercial items prepared In accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quotes(RFQ). Submit offers on RFQ PIADC-05-05. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-04. This acquisition will be processed under Simplified Acquisition Procedures. This is a small business set-aside, under North American Industry Classification System Code Number 334516 and the small business size standard is 500 employees. The USDHS, S&T, Plum Island Animal Disease Center is issuing a request for quotations (RFQ PIADC-05-05) for procuring a quantity of one (1)Immunospot Series 3BAnalyzer. The Immunospot Analyzer shall be equipped with the following components: 1) Immunospot Image Acquisistion Unit PART #003 fully automated, with 1) High resolution 1024x1024 pixel color camera, 2)Scans various plate formats and types (96-24 wells), 3) Analyzes most viral plaque assays, 4) Fiber-optic ring light for even and color neutral illumination of wells, 5) Slip-proof, high precision 2-axis durable ball bearing stage with Servo motors operating under encoder control for position verification and well authentication, 6) High end PC (3.2 GHz) with Pentium IV processor, high speed DVD+RW/-RW/-R+CD-R/RW for data archiving loaded with Windows XP pro. 7) Integrated high resolution (1600 x 1280) 20? flat panel monitor, 8) Immunospot Software Version 3, 9) Analyzer Installation and Qualification. The Immunospot Analyzer will be used to establish and facilitate research in vaccine development. This research is aimed at developing effective vaccines for human diseases that is being used in clinical trails. In order to test the effectiveness of the vaccine, volunteer responses are being tested using a variety of methods including Enzyme Linked Immunospot (ELISPOT) assay. This method is accepted as the gold standard for evaluation of vaccine effectiveness, and is amenable to automation. FOB shall be Destination to our loading dock at USDHS, S&T, PIADC, 40550 Route 25, Orient Point, New York 11957. This will be a fixed-firm price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors-Commercial items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government.
