Description
The National Institute of Standards and Technology (NIST) has a requirement for a thermographic camera capable of providing a resolution high enough for useful evaluations of the Government?s 0.01 degree C laboratories. This is necessary because of the development of the highest quality thermal laboratories which require a unique system of monitoring the testing for thermal gradients and thermal hotspots as the rooms are populated with people and equipment. The thermographic camera offers the ability for testing different configurations and providing real time data as subtle changes are made to the lab environments. For the NIST application, the camera is required to have the following specifications: variable integration, at least a 60Hz frame rate, low noise design for very high sensitivity, very high resolution of at least 320x256 FPA InSb, real time digital output, RS232 output, optional lens systems and Ethernet interface adapters, and a quality software package for data analysis. ? NIST intends to enter into a sole source purchase order with FLIR Systems, Inc., N. Billerica, Massachusetts under the authority of 41 U.S.C. 253 ( c) (1) ? only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.5 ? Test Program for Certain Commercial Items. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by August 15, 2005, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a noncompetitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.
