Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M3CS5200A600 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-05. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 491110, and the small business size standard is $6.0M. (v) This requirement consists of three Line Items: (CLIN 1) Operation of Postal Service Center, Base Year 1 Oct 05 - 30 Sep 06 (CLIN 2) Operation of Postal Service Center, Option Year 1, 1 Oct 06 - 30 Sep 07 (CLIN 3) Operation of Postal Service Center, Option Year 2, 1 Oct 07 - 30 Sep 08 (vi) Description: Operation of Postal Service Center (Refer to SOW) (vii) This requirement consists of a one-year base period and 2 (1) year option periods. The base year will be 1 Oct 2005 through 30 Sep 2006 and the two option years will be 1 Oct 06 ? 30 Sep 07, 1 Oct 07 ? 30 Sep 08. FOB shall be destination. (viii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Past Performance is more significient than price. Using questionnaires (see attachment), the Government will evaluate the quality and extent of offeror?s experience deemed relevant to the requirements of this RFQ. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess experience. Provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last 3 years. Relevant contracts are defined as those that are similar in nature and magnitude to Postal Service Center as well as the recency of past performance. Furnish the following information for each contract referenced: (1) Company/Division name (2) Product/Service (3) Contracting Agency(4) Contract Number (5) Contract Dollar Value (6) Period of Performance (7) Name, Address, and phone number of the Contracting Officer or person responsible for evaluation of your performance. Offerers must submit a minimum of 5 completed Past Performance Surveys referencing current and relavent work experience with quotes.The contractor certifies that it can meet the delivery date by submitting a quotation. (x) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b and c of FAR 52.212-5 are considered checked and are applicable to this acquisition: (b5), (b14-b15), (b18-b20), (b22-b24), (b31), (c1) and (c2). (xiii) The following FAR clauses apply to this acquisition, 52.232.33, 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of expiration date., 52.217-9 Option to Extend the Term of the Contract (Mar 2000)(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of expiration date.; provided, that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years., 52.237-1, DFARS 252.204-7004 (Alt A), 252.243-7001,252.232-7003, 252.212-7001 with the following considered checked 252.247-7023 Alt III, 252.225-7036 Alt I.
