- The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042 plans to modify an existing Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on other than full and open competition from Bell Helicopter Textron, Inc. P.O. Box 482, Fort Worth, TX 76101-0482 additional Contractor Engineering Technical Services (CETS) in support of the H-1 aircraft and associated support equipment in connection with the AH-1W weapon system for the Naval Air Technical Data and Engineering Service Command (NATEC). The existing contract has a seven-month base period that began 1 March 2004, with four one-year option periods and a three-month final option period. These avionic systems are designed, developed, and manufactured by Bell Helicopter. They posses proprietary technical data required to fully support the H-1 Aircraft. The requirement is for CETS to provide various fleet and shore activities for the purpose of informing, instructing and training De! partment of Defense personnel in the installation, operation and maintenance of the H-1 Aircraft. Access to and understanding of the technical database for specific equipment is essential. Bell Helicopter specialists have the capability to troubleshoot a problem, identify the appropriate repair procedure or develop a repair procedure, identify repair parts and provide technical expertise to meet any challenge. They are the only source available with requisite data and specific technical support personnel knowledgeable of this equipment. No other firm possesses the required data and expertise on this equipment. The Government has not developed or acquired a technical data package that could be used to competitively solicit this requirement or be used by any other source to provide an acceptable level of support. No solicitation will be offered because this is a modification. Award of a modification is expected on 1 November 2005, and the contract will continue through 31 De! cember 08 if all options are exercised.
