- NASA/JSC has a requirement for the purchase of a second seat of VR Mapping Software, Hardware, Maintenance/Support and Development as further detailed in the attached product listing. NASA/JSC intends to purchase this stereo based photogrammetric software system from Cardinal Systems LLC. NASA/JSC's Image Science and Analysis Group (IS&AG) is responsible for analysis of launch and on-orbit imagery of the Shuttle vehicle. As part of the Return to Flight requirements, the IS&AG has been tasked to support Thermal Protection System (TPS) damage assessment by photogrammetric analyses--an imagery-based technique for three dimensionally mapping of critical TPS tile damage. Three dimensional measurements acquired through photogrammetric analyses require special software. IS&AG has currently equipped their lab with one workstation that contains Vr Stereo Photogrammetric Analysis software produced by Cardinal Systems LLC. Redundancy required to support the Shuttle program and additional capability require an additional workstation configured with identical software. Cardinal Systems is the only contractor able to meet the Government's specifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/22/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
