Description
I. SCOPE OF SERVICES The dental services to be provided by the Center Dentist under this subcontract shall conform, at a minimum, to the dental services and priority system specified in the Job Corps Policy and Requirements Handbook (PRH), Chapter 6, Section 6.10.R2 and Technical Assistance Guide (TAG) 6-A. To accomplish these ends, the Professional shall: A. Provide dental services for a maximum of twelve (12) hours per week and dental hygiene services for twelve (12) hours per week, excluding student holidays and breaks. Any additional hours must be approved in advance by the Center Director. The services will be provided at the facilities located at the Center Wellness Services Clinic. Center staff will be provided clinical services in emergency situations only. The maximum weeks of service will not exceed 48 weeks per year. Services are not required during DOL-mandated Center shutdowns that occur during the summer (2 weeks in July) and winter (2 weeks in December). The Professional will not be paid during this period, unless the Professional is required by the Center to provide services or attend Center-mandated training during this shutdown. The Center will notify the Professional of planned shutdowns as early as practicable. B. Provide services which will assist in the development, implementation and monitoring of the total Center Dental Health Program. Specific duties include, but are not limited to: 1. Advising the Center Director, Center Physician and Health Services Staff on all dental health matters, including staffing requirements, the advisability of student medical separation for dental reasons and costs of special services. 2. Consulting with Center staff on the development of a system to promote the coordination and integration of the Dental Health Program with other Center programs and activities such as Counseling, Residential Living, and Recreation. This will be done in cooperation with the Center Health Services Manager, Center Physician, Center Mental Health Consultant, and other health professionals, as well as any staff member involved with students. 3. Advising and assisting Health Education Instructors on the implementation of the dental education component of the Health Education Program. 4. Consulting with Center Health Staff, Counselors, Residential Advisors, Instructors, and other appropriate staff concerning the ongoing dental health problems and needs of students. 5. Developing and/or assuring compliance with infection control policies and procedures. 6. Advising the Center Director on the Center dental budget with regard to specific Center needs, including replacement of obsolete equipment and utilization of necessary dental supplies and medications. 7. Ensuring the maintenance, confidentiality and safeguarding of all student dental records. 8. Issuing and maintaining signed and dated standing orders for dental care in accordance with PRH Chapter 5 and TAG 6-Q. C. Provide direct clinical services to students, including: 1. Providing preventive dental health education which will promote good oral hygiene techniques (e.g., tooth brushing, flossing and rinsing instructions). 2. Providing 24-hour emergency coverage. 3. Providing an American Dental Association Class II clinical examination using adequate lighting, a mouth mirror and explorer, and bite wing X-rays between the 45th and 75th day after the student?s arrival on Center. 4. Providing priority classification based on urgency of need for dental care using the Job Corps Priority Classification System. 5. Providing a diagnosis and treatment plan for each student within 2 weeks after completion of routine dental examination, including a listing of the teeth involved and specific services to be rendered. 6. Establishing priorities for providing comprehensive dental care, based upon diagnoses and within program constraints. 7. Providing routine restorative dental care in accordance with the Job Corps Priority Classification System. 8. Advising the Center Director on securing appropriate referrals to ensure the receipt of special care as defined by PRH Chapter 6 and TAG 6-A.
