- Description
- The Missile Defense Agency (MDA) intends to award a sole source contract modification to modify and extend its existing contract (HQ0006-03-C-0003) with Computer Sciences Corporation (CSC) for Scientific, Engineering, Technical and Administrative (SETA) support to the Ground-Based Midcourse Defense (GMD) Joint Program Office (JPO) for continued SETA support to the GMD JPO, primarily in Arlington, VA, and Huntsville, AL. The current contract will be modified to (1) add 1,200,000 Direct Productive Labor Hours (DPLHs) with an estimated price of $126,000,000 and extend the period of performance through January 17, 2007, and (2) add two six-month option periods for 480,000 DPLHs with an estimated price of $51,000,000 for each option period. CSC will provide the GMD JPO with system engineering and integration support for mission and trade-off analysis; technical baseline management; integration support; technology assessment; identification of adversary development; test target support and scenario development; design review; computer software analysis and management; specialty engineering; risk analysis; capability assessment; modeling and simulation support; system test planning; embedded test support; exercise and war-game support; and training support. In addition, CSC will provide technical support for laboratory, ground, and flight tests; test facility support; test plan review; test execution support; and test report analysis. CSC will also provide site activation assistance; combined test and operations; synchronization of assets; and War fighter interface, sustainment and operations support to include manning 24/7 operations center and Logistics and Program Management support. CSC will provide intelligence and counterintelligence support; critical program identification; security engineering; foreign disclosure review; vulnerability analysis; anti-terrorism/force protection planning; information support; certification and accreditation support. CSC will provide technical services for Ground-Based Fire Control / Communications: system engineering services at the component level; open system standards support; external interface definition; and critical program parameter identification. CSC will provide business management support for GMD program assessment; program control; cost reporting and earned value analysis; cost analysis; cost modeling; program budget support; Program Planning and Budgeting System documentation; cost execution tracking; data management; program management planning; and contract change processing (development contract), as well as independent assessment support. The GMD program is an essential element of the Ballistic Missile Defense System (BMDS) architecture that the MDA is developing, testing, and, as directed, fielding. CSC is the only contractor with the knowledge, skills and abilities to meet current program imperatives mandated by Congressional and Departmental requirements through their ability to preserve and maintain continuity and organizational/technical knowledge during this critical program phase.
