- The U.S. Navy intends to issue a Request for Proposal (RFP) N68711-05-R-0081. The Navy’s Geothermal Program Office, China Lake, CA, is seeking to conduct magnetotelluric surveys of two separate locations: the southeast corner of the Coso geothermal area located on the Naval Air Weapons Station China Lake, CA, and the Superstition Mountain area located at Naval Air Field El Centro (NAFEC), El Centro, CA. The contractor is to conduct a number of tests at each location of electrical and magnetic sensors. These locations will be shown in the maps that will be provided with the solicitation. Parallel test should consist of all magnetic sensors planned to be used during the survey and as many electric field dipoles as necessary to test each acquisition channel, divided to two orthogonal groups (each group having several parallel magnetic sensors and electric dipoles) and all acquisition systems that will be used during the survey. Data shall be acquired on multiple sites at the same time. Access to the El Centro site is facilitated due to the large number of off-road vehicle trails throughout the area. The Contractor will be permitted to use OHV devices to transport equipment throughout the field although such movement will be confined to existing roads and trails. Access to the China Lake site is more restricted and OHV traffic is prohibited. Contractor vehicle activity shall be confined to existing roads (sites will be located at a minimum of 50 m from any road). All sites will have been cleared through the environmental process at both locations prior to MT measurement activities. Contractor shall process data to produce apparent resistivity, phase, real and imaginary components of the surface impedance, Z, and skew or some other measure of three-dimensionality. Contractor shall use the multi-channel spectral-analysis code of Egbert, G.D. (1997, Robust multiple-station magnetotelluric data processing: Geophysical Journal International, 130, 475-496) or its equivalent. Contractor shall prepare a logistics report detailing field acquisition activity. Parallel test results - the MT time series, impedances, apparent resistivity, and phase data, noise estimates for each channel (electric and magnetic). Selection of a successful offeror will be based on evaluation of the information pertaining to Past Performance, Technical Capability, Price Realism, and the Total Price. The first two evaluation elements are listed in order of importance although they are essentially equal in weight. The Navy intends to select the offeror that provides the best value to the Government. This means that the lowest bidder may not be the successful party. Cost does, however, represent approximately one-half the total evaluation. This solicitation will be available by INTERNET ACCESS ONLY. All solicitation (or RFP) documents and solicitation amendments will be posted on the NAVFAC E-Solicitation (E-SOL) Website at http://www.esol.navfac.navy.mil/. The Solicitation will be posted on the E-SOL website on or about 01 September 2005. Proposals will be due 30 days later. It is each offeror’s responsibility to check the website for any amendments. Interested parties are required to register for the solicitation at the NAVFAC E-Solicitation Website.
