- This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals. The U.S. Department of Commerce, National Marine Fisheries Service (NMFS), Office for Law Enforcement Headquarters has a requirement for communications messaging, polling, and vessel monitoring specific technical support for the United States Vessel Monitoring Systems program. The NMFS?s satellite communications needs include the following services: 1. Conduct needs analysis for the VMS program. a. The contractor will conduct interviews and analysis as necessary with VMS users and administrators to determine the actual requirements for VMS surveillance software. These interviews and analysis will include a review of current and reasonable future VMS needs, days-at-sea reporting, declarations reporting, and other reporting requirements existing or proposed by OLE, authorized NOAA agencies, and outside agencies as designated by OLE headquarters. b. Utilizing interviews and other techniques as necessary, identify the support required by the VMS program from a surveillance software provider. c. Compile a report identifying the actual needs for a surveillance system and its associated support requirements for standardized nationwide VMS program. The contractor will present this report in oral and written form to designated NOAA representatives at OLE headquarters. 2. Analyze the existing surveillance software to ascertain the capabilities of this software and its ability to meet the needs of the VMS program. a. Utilizing the need analysis to evaluate the existing surveillance software to ascertain its ability to meet the needs of the VMS program. b. Utilizing the need analysis to evaluate the support provided for the VMS surveillance software and VMS program by the existing surveillance software provider to ascertain the ability to meet the needs of the VMS program. c. Compile a report detailing the ability of the existing provider to continue to support the VMS program and provided software considering the program's current status and projected future growth. 3. Prepare and Execute a Request for Information to discover solutions that meet the needs of the National VMS program. a. The contractor will utilize information as designated by authorized NOAA representatives from the needs analysis developed in step 2.1 of this statement of work to develop a request for information (RFI) for qualified solutions to meet the determined requirements. This RFI will be prepared for widest possible dissemination to providers of vessel monitoring system worldwide. b. The contractor will identify VMS software providers worldwide that are potential solution providers in order to assist with the RFI process. The RFI will be delivered to a designated headquarters OLE representative. c. The contractor will evaluate the information received against the need analysis and compile a ranked list of possible providers and solutions. There are two networks for which support is needed. Therefore, four separate awards will be made. This requirement is not set aside for small business. The North American Industry Classification System Code (NAICS) is 541512. Responses must be sent electronically to Kelli.M.Woodard@noaa.gov and in paper to Kelli Woodard, Contract Specialist, National Oceanic & Atmospheric Administration, 1305 East West Highway, Suite 7610, SSMC4, Silver Spring, Maryland 20910, no later than 11:00 am, local time, September 6, 2005. Responses shall not exceed more than fifteen (15) pages including a letter of transmittal. It is the responsibility of the contractor to confirm NOAA?s receipt of proposal. Each response shall address the approach to perform and manage the work, past performance that is relevant and high quality, and price to perform. The applicable terms and conditions for the resulting purchase order are current through FAC 2005-05 of the Federal Acquisition Regulation. Interested contractors are hereby advised that contractors shall be registered in the Central Contractor Registry (CCR). Please register with the CCR at the following website: http://www.ccr.gov.
