- In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Applied Research Program (ARP), plans to procure on a sole source basis, for services regarding the Validation of Clinicians Survival System with The Cleveland Clinic Foundation, 9500 Euclid Avenue, Cleveland, Ohio 44195. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures stated in FAR Part 13. The Surveillance Research Program at NCI is currently in the process of developing a survival query system for clinicians. The motivation for this system is to make the rich resources of the SEER survival data more accessible to both clinicians and patients and members of their staff hold patents for nomograms to aid in the treatment decision of prostate cancer, and to help patients better understand their chance of dying from their cancer and from causes other than their cancer. This system augments the more standard survival measure of relative survival by assessing the general health status of the patient and quantifying the contribution of other-cause mortality conditioned on an individual?s current health status. The purpose of this contract is to 1) Assess the discriminatory power of the current version of the survival query system for clinicians to predict those at higher risk of dying from cancer; 2) Quantify the added benefit of including co morbidity information in the survival system; 3) Investigate the need for additional modeling. The Cleveland Clinic Foundation is uniquely qualified to perform the services stated above. The Cleveland Clinic is a leader in the development of computerized approaches designed to more accurately predict how a specific illness affects patients. The Cleveland Clinic and its staff are one of the leading facilities in the world on development, validation and use of prediction models. The Cleveland Clinic Foundation is the only source known to the NCI that can provide the expertise and extensive experience in developing and validating the predictions associated with this project. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on September 2, 2005. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
