- This is the first pre-solicitation notice. Another notice will be issued prior to the release of the solicitation,and will be called a synopsis. The Federal Bureau of Prisons,Federal Correctional Institution Bastrop, plans to issue RFQ-50102-0024-05 for a 120-foot High Mast Pole and one 35-foot Light Pole. The contractor shall furnish all the items listed: labor, equipment, materials, transportation, and necessary supervision for the complete installation of a new 120- foot High Mast Pole and one 35-foot Light Pole at the Federal Correctional Institution located in Bastrop, Texas. The contractor shall complete all tasks in accordance with these plans and specifications, conforming to the National Electric Codes, which includes grounding and lighting protection. The one 120-foot High Mast Pole will include eight 1000-watt metal halide lights and two 480-volt circuits in separate conduits with all necessary components to operate the lights as specified in these documents. Each circuit to this pole shall power four 1000-watt metal halide fixtures. The contractor shall service one circuit from the normal utility power panel and a second circuit from the emergency panel that is backed up by the existing generator. Supply panels feeding the 120-foot High Mast Pole are rated at 208 volts, therefore, a separate step up transformer for each circuit will be required, and is included in the scope of this contract. The emergency circuit of lights will be controlled manually, and the utility power circuit will be controlled automatically by time clock. The High Mast Light will operate with two circuits each. One emergency circuit will be on a manual control by one switch. The normal circuit will be on a time clock. The existing manual light switch in the control room currently sends a signal to the Austin Housing Unit for the emergency power circuit. Contractor may use same wiring, however, contractor may have to modify the signals as required. The 35-foot High Pole Light shall have a 400-watt high pressure sodium (HPS) light and a 208-volt circuit in accordance with these documents. The light will be controlled by photocell. This work includes the pole, foundation, fixture, and circuit. The contractor, as per these plans and specifications, shall install rigid metal pipe conduit when exposed or PVC schedule 80 pipe when underground, pull power and ground conductors, and connect to panel, controls, and fixtures in accordance with Best Engineering Practices and meeting all National Electric Codes. The estimated magnitude of this project is between $25,000.00 and $100,000.00. This project is a total 100% small business set-aside. The NAICS code for this requirement is 238210, which contains a size standard of $12.0 million. The period of performance for the resulting contract is 120 calendar days from the notice to proceed. The solicitation will be available on or about September 02, 2005, with an anticipated bid opening date of September 21, 2005 at 2:00 p.m. Central Standard Time. The solicitation will be distributed solely through the General Services Administration Federal Business Opportunities web site http://www.fedbizopps.gov. The site does provide downloading instructions. Hard copies of the solicitation will NOT be available. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must register at www.ccr.gov and http://orcca.bpn.gov. All future information about this solicitation, including solicitation amendments will also be distributed solely through this site.
