Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written Request for Quotation (RFQ) will be issued by making a request via facsimile to 202-324-0570, and referencing RFQ 0167940. Questions to be received by 1300 hours EDT, 08/29/2005, with all quotes to be received no later than 1300 hours EDT, Friday, 09/09/2005 via facsimile to 202-324-0570. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up to date information about this acquisition. This RFQ is being is unrestrictive and is being conducted under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13. The RFQ incorporated provisions and clauses that are in effect through the Federal Acquisition Circular 2005-5. The FBI manages the Combined DNA Index System (CODIS), a software system designed by the FBI which enables local, state, and federal crime laboratories to exchange and compare DNA profiles electronically, thereby linking crimes to each other and convicted offenders. The FBI Federal Convicted Offender (FCO) Program is mandated to collect blood samples from individuals convicted of certain federal offenses. Upon receipt of the offender=s sample, the liquid blood is archived onto a stain card and stored until STR DNA analysis can be performed. Upon completion of the analysis, the offender's DNA profile is uploaded into the National DNA Index System (NDIS), which is part of CODIS. The Justice for All Act of 2004 expanded the offenses, for which the FCO Program receives a blood sample to include all Federal felons, and is receiving several thousand blood samples per month and can expect to receive over 50,000 samples over the next year. The FBI intends to award a Firm Fixed Price type contract for STR DNA Analysis in support of this program.
