Description

UPDATE TO SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) REQUEST FOR INFORMATION (RFI). THIS UPDATE SUPERCEDES THE 16 AUGUST 2005 ANNOUNCEMENT IN ITS ENTIRETY. This update is a continuation of market research for information and pre- planning purposes under the guidelines of OMB Circular A-76 to identify commercial sources for possible conversion of this effort to contractor performance. (This is a revision of the January 2005 sources sought announcement, as required by revised guidelines. Responses to the previous synopsis should be resubmitted.) This market survey is conducted to identify potential sources capable of meeting the requirements for Non Destructive Evaluation (NDE) support services and Scientific Research and Development Standalone Systems support for the Air Force Research Laboratory Materials Directorate (AFRL/ML). The NDE support services include the conception, initiation, and management of efforts developing and utilizing computer hardware and software for the area of research and development of new NDE methods. Scientific Research and Development Standalone Systems support includes the management of computational programs used for data acquisition, instrument control and specialized computational programs used in advance materials development. Refer to the attached Performance Requirements Document (PRD) for a description of services. Your package should demonstrate capabilities, expertise, past performance, and a rough order magnitude cost estimate relevant to the requirements cited above and in the PRD. Your budgetary estimate should be based on one year of performance and include only the categories of labor, material, subcontracts, and other costs. Your package submitted in response to this RFI should not exceed 15 pages and should also include the following: Company Name; Address; Point of Contact; Telephone Number; E-Mail Address; CAGE Code; Web Page URL; Size of Business. Please provide one electronic copy of your RFI; submission of hard copies is optional. Please submit your responses to 88 CONS/PKPB, Attn: Janet Scaggs, 1940 Allbrook Dr., Area C Building 1, Room 109, Wright-Patterson AFB, OH, 45433-5309. Packages should be submitted no later than 2:00 p.m. EDT, August 29, 2005. No facsimile responses will be accepted. The Government will neither award a contract solely on the basis of this synopsis, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government?s acquisition approach.
