Description
This project being advertised as a Request for Proposal (RFP) and is 100% set aside for Service-Disabled Veteran Owned Small Businesses. The NAICS assigned for this project is 518210, with a size standard of $21,000,000 This RFP requires separate technical and cost proposals to be evaluated on the basis of Low Price Technically Acceptable for award of the project. Competitive proposals will be evaluated based on Management, Technical, Past Performance (with the exception of the Most Efficient Orga nization tender), Experience, and Cost (for completeness, reasonableness, and cost realism, as indicated by utilizing the OMB mandated COMPARE software for A-76 competitions). The USACE Finance Center (UFC) Accounting Support Services Data Entry sub-funct ions include (1)Accounts Payable Support Services, (2) Travel Payment Support Services, (3)Accounts Receivable Support Services, (4) Debt Management Support Services, (5) Disbursing Support Services, and (6) Miscellaneous Support Services. All work will be performed at Millington, TN. A tentative Pre-Proposal Conference and site visit is scheduled for 12 October 2005 in Millington, TN. Further information on this conference/site visit will be provided by the USACE Baltimore District website. All responsi ble sources may submit a proposal or tender which shall be considered by the agency. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. The solicitation wil l be provided in an electronic format, free of charge, to all registered plan holders. Plan holders who registered during the public announcement on 02 March 2005 do not need to re-register. Contractors, who have not registered, may register for this sol icitation by going to the website: https://ebs.nab.usace.army.mil. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. for proposal submittal of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. For informati on regarding future registration, contact CCR Website at http://www.ccr.gov. Other information regarding registration can be obtained thro ugh CCR Assistance Center at 1-888-227-2423.
