Description
This construction project includes work to perform diving and construction services in the retrieval of the Juvenile Salmon Acoustic Tracking System, JSATS, which is currently deployed in the Mouth of the Columbia River, MCR. Performance will genera lly consist of providing a vessel suitable for safely lifting at least 5,000 lbs from the floor of the Columbia River and bringing each node to the surface and place on the deck of the salvage vessel or contractor provided barge. The vessel must be capabl e of holding a position, +/- 50 feet, over a specific latitude/longitude for a period of up to 2, TBR, hours. The nodes, 20 each, and retrieved cable, 20 500 foot lengths, must be recovered and delivered via vessel or barge to the West Docks in Astoria, O regon. Diving services can only be provided by diving firms on the districts approved diver list; and be members of the Association of Diving Contractors. All dives will conform to the requirements of the latest edition of the US Navy Diving Manual, the US Army Corps of Engineers, USACE, Health and Safety Manual, EM 385-1-1, 3 Nov 03, USACE, Portland District diving regulation, Diving Operation by Contract, NPPR 385-1-93, 1 July 96, and the Association of Diving Contractors Consensus Standards and any oth er state or federal requirements. Dives will be in a maximum working depth of 65 feet; maximum exposure depth of 90 feet; water temperature between 45-55 degrees; underwater visibility of 0 to 4 feet and in variable tidal conditions. A Site Safety and He alth Officer, SSHO, shall be provided for all new contracts with the US Army Corps of Engineers, Portland District. For this project the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 H our OSHA construction safety class, or equivalent, taken within the last 3 years. The SSHO may have other duties for this work that include being the on-site CQC Manager.
