- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to procure the following items through other than full and open competition (sole source) from IDS Ingegneria Dei Sistemi (UK) LTD, 3 Gloster Ct, Whittle Ave, Fareham Hampshire UK, PO15 5SH. Ship Electromagnetic Design Framework (SHIP EDF), upgrade perpetual licenses, quantity 2 with 4 years of maintenance for each license, 1 week of onsite training with 2 trainers for up to 3 persons. The license upgrade includes Common Framework, and Ultra High Frequency (UHF)/ Very High Frequency (VHF) functionality. SHIP EDF is the only modeling and analysis tool that meets the minimum needs of the Government for a proven, non-developmental, immediately commercially available electromagnetic modeling and analysis tool for integrating topside antennas. SHIP EDF provides an integrated electromagnetic numerical analysis capability necessary to achieve integration eliminating real time test and evaluation and optimizing ! the communication and combat systems. This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, Code J53, 17320 Dahlgren Road, Dahlgren VA, 22448, within 30 days after receipt of order. Any offered alternatives must as a minimum provide capability to integrate electromagnetic numerical analysis capability necessary to achieve integration eliminating real time test and evaluation and optimizing the communication and combat systems. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIED UNDER THIS NOTICE. SUBMIT FAXED, SIGNED AND DATED QUOTATIONS NLT 2:00 P.M, 22 AUGUST 2005 to 540-653-6810. IT IS THE OFFEROR?S RESPONSIBILITY TO ASSURE THAT THE QUOTE IS RECEIVED TIMELY AND THAT IT IS LEGIBLE AND COMPLETE. AS A MINIMUM, QUOTATIONS MUST INCLUDE: (1) Reference Quote N00178-05-Q-3059 (2) The offeror?s name, address, point ofcontact, phone number and email address, (3) Clear identification of offered products manufacturer, model numbers, quantities and prices for each offered item, (4) The offered delivery and (5) Descriptive literature for any/all non-IXIA offered products/items (NTE 6 pages), which clearly addresses the above minimum specifications. OFFERORS FAILING TO SUBMIT THE ABOVE INFORMATION MAY BE EXCLUDED FROM CONSIDERATION. All responsible sources may submit a proposal to NSWCDD, Bldg 183, Room 106, Code XDS13, 17320 Dahlgren Road, Dahlgren, VA 22448-5100, which shall be considered by the Agency. Award is to be made under Simplified Acquisition Procedures. See Note 22. Closing time and date is 2:00 P.M. EST 22 AUGUST 2005.
