Description
N00244 Naval Base 937 North Harbor Drive San Diego, CA Laura Maxwell 619-532-2365 This is published as a sole source announcement under the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996). The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source pursuant to the authority FAR 13.501(a)(1)(ii). See Note 22. The NAICS code for this action is 424410. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source contract to All Fresh Products, Inc. to supply specialty food items to the Galley for Inpatient Division at for the Naval Medical Center, San Diego (NMCSD). The physicians at the NMCSD rely on these nutritional supplies, many of them low sodium or low calorie, to meet the needs of patient treatment plans. The special food items contain an appropriate balance of protein, fat, carbohydrates, fiber and sodium to provide adequate nutrition. Other vendors contacted in the market research phase of this procurement can provide regular food items, but do not carry specialty products like low sodium and low calorie. All Fresh is able to provide the specialty items in the correct serving sizes and small case amounts, to meet the therapeutic diet prescriptions ordered by the physician. All Fresh has been able to meet all delivery requirements within the sanitation, safety & HACCP guidelines. They can also meet changing requirements in patient census, without additional surcharge or penalty. Failure to procure these services from All Fresh may prevent patients at the NMCSD from receiving the highest level of care and nutrition, and inadvertently jeopardize patient health. The proposed contract is for a base period of one year, from 1 October 2005 through 30 September 2006, with 4 one-year option periods to follow. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals, and provide evidence of compliance with all safety & HACCP guidelines. This notice of intent is not a request for competitive proposals. However, the Government will consider all statements of interest and capability received no later than 30 August 2005. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All statements of interest/capability documentation must be submitted via email attachment or fax to the attention of Ms. Laura Maxwell at 619-532-4957. Mailed documents will not be a! ccepted. All questions pertaining to this synopsis shall be submitted by e-mail only. Solicitation N00244-05-T-0935 issued to All Fresh, Inc. will be posted to www.neco.navy.mil on or about 30 August 2005.
