- This notice is a combines synopsis/solicitation for a commercial item prepared in accordance with the information FAR Subpart 12.6, a supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being required and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), as a request for Quotation No. FMS- RFQ-50556, ArchSight Concoles, to be used in the Department of Treasury, Financial Management Service (FMS). The purpose of this procurement is to acquire four consoles and S/W Maintenance to coincide with an already existing contract TFMS-HQ-04-C-0041. Incumbent: Eyak Technology LLC, 1881 Campus Commons Drive, Ste 105, Reston, VA 20191-1520. The pricing breakout is in ArchSight Consoles (4), Annual Maintenance Support (24 X 7), and Annual Security Content Subscription. Pricing for this item is based a Base Year, and two (2) option periods for a total of three years. PERIOD OF PERFORMANCE: The period of performance is Base Year: 30 Aug 2005 to 29 Sep 2006. The periods of performance options, if exercised, are as follows: Option Year One, 30 Sep 2006 to 29 Sep 2007 and Option Year Two, 30 Sep 2007 to 29 Sep 2008. This contract is renewable at the option of the Government, by the Contracting Officer only, when written notice is given sixty (60) days prior to the renewable date. The North American Industry Classification System (NAICS) is 541513. This is a sole source acquisition, under 41 USC 253 (c) (1). Solicitation provisions at FAR 52.212-1, Instructions to Offerors-Commercial Item (July 2003) are hereby incorporated by reference. The government will evaluate quotes in response to the synopsis/solicitation on the basis of conformance to the specification (100% conformance to specification, i.e. performance), delivery schedule, and price. All evaluation criteria are equal in importance. A fixed price award will be made based upon the best value to the Government. The following clauses apply to this solicitation and the resultant contract. Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Item ( Jun 2003), with the quote. Clause 52-212-4, Contract Terms and Conditions-Commercial (Feb 2002), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items ( Jun 2003), is hereby incorporated by reference: 52.203-6, 52.214-31, 52.217-09, 52.219-14, 52.222-21, 52.222-25, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232.18, and 52.232-33. Quotes for the attached packages are due by 9:00 am EST on August 25, 2005 and shall be faxed to (202) 874-0524, hand delivered quotes shall be sent to Financial Management Services, 3700 East West Highway, ATTN: Herbert Suber, Room 137, Hyattsville, MD 20782. The resulting order will not exceed the simplified purchase threshold.
