Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Health Promotion Research Branch (HPRB), plans to procure on a sole source basis, services for Describing School Environment Policy Ratings, with The MayaTech Corporation, 1100 Wayne Avenue Suite 900, Silver Spring, MD 20910. The North American Industry Classification System code is 541990 and the business size standard is $6M. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The purpose of this request is to work with MayaTech and NCI collaborators toward the publication of policy ratings related to the school environment. The Contractor shall work with the NCI and its? collaborators to provide policy analytic support and to support the development of several peer-reviewed manuscripts for submission to scientific journals. NCI has recently completed a contract with MayaTech to develop measures that can assess the extensiveness of state physical education related policies. In addition, MayaTech is supporting the development of a rating system for nutrition policies that can impact the school environment. Contractor Requirements: 1) Identify the scientific evidence that can be used to support the selection of the physical education ratings criteria, 2) Identify the scientific evidence that can be used to support the selection of the nutrition ratings criteria and, 3) Provide the methodological expertise to support the development of a manuscript to be submitted to a peer-reviewed journal. Under previous contracts, MayaTech, provided the NCI and its? collaborators, a comparable rating system that was developed by them under previous contracts for the ASSIST evaluation. The rating system was part of the model to examine the initial outcomes of the ASSIST interventions as one way of examining impact of various policies on tobacco consumption The MayaTech Corporation is the only source known to the NCI that can to provide the methodological expertise necessary for the already developed rating system to conduct the aforementioned services. MayaTech continues to support the NCI in developing methodologies for measuring the extensiveness of state physical education and school-based nutrition related policies. The services described herein shall build upon work already developed by MayaTech. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on August 31, 2005. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). NCI-50140-NG must be referenced on capability statements received in the contracting office.
