- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Mammary Biology and Tumorigenesis Laboratory (MBTL) plans to procure on a sole source basis with Icoria, Inc., 108 T. W. Alexander Drive, Research Triangle Park, NC 27709, for the continued processing of RNA isolation, microarry and data analysis. The MBTL conducts research on development, differentiation, and tumorigenesis in the mammary gland. The goal is to utilize multidisciplinary approaches encompassing areas such as endocrinology, molecular genetics, stem cell biology, growth factors, oncogenes, cell signaling, and animal model systems to understand the pathobiology of breast cancer. Specific areas of MBTL?s research include, but are not limited to, studies on local, hormonally driven, and growth factor-mediated regulatory mechanisms associated with normal mammary gland development and tumorigenesis; the role of the uncommitted (stem) cells in the processes of immortalization, senescence, regeneration, premalignant hyperplasia, and tumorigenesis; and identification of novel genes heretofore unrecognized in mammary cancer and the unraveling of their associated biochemical pathways. This project is a continuation of the MBTL? s research is attempting to identify patterns of RNA expression that are hallmarks of the different stages of mammary development. These active genes will then be explored for their involvement in the tumorigenic process when misregulated and as potential targets for prevention and therapy. Icoria has previously generated microarry data sets for this on going experiment for the MBTL under purchase order 263-MQ-417236. Icoria is the only vendor known to MBTL who can process these samples without the introduction of new variables and maintain comparability across all data sets without additional mathematical manipulation that could distort gene expression patterns. Icoria uses a unique two color labeling system which is especially suited for the needs of this research. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on August 31, 2005. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
