- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to contract on a sole source basis with Guoping Wu, 1 Yuhuinan Rd, Beishihuandong Rd, Beijing 100029PR, China for: Smoky Coal Exposure Assessment. The acquisition is being conducted under the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541620 and the business size standard is $6M. Background: The Division of Cancer Epidemiology and Genetics will carry out a smoky coal exposure assessment study in two regions (e.g. Xuan Wei and Fu Yuan counties). Smoky coal exposure has been identified as one of the most important risk factors for lung cancer. As such there is an interest in both quantitative and qualitative data to better understand the observed risks for lung cancer. The highest risk for lung cancer due to smoky coal exposure has been described in China in Xuan Wei and Fu Yuan counties. This exposure study is intended to be an extension of previous research that has been performed by the China National Environmental Monitoring Center of the Chinese Environmental Protection Administration (SEPA) in this area in China. It is important that the previous data and the newly collected exposure data are comparable as it is intended to combine and compare the two sets of data. Furthermore, China National Environmental Monitoring Center of the Chinese Environmental Protection Administration (SEPA) is the only governmental administration in China that is authorized to collect environmental surveillance information and assess environmental quality nationwide. Dr. Wu is a senior investigator in CNEMC and an expert in the field of research of environmental evaluation and environmental-related diseases with more than 20 years of experiences. Xuan Wei has the highest lung cancer rate in China, primarily driven by Polycyclic Aromatic Hydrocarbons (PAHs) exposure derived from smoky coal emissions. Thus this region constitutes a unique natural experiment that is one of the best opportunities in the world to study smoky coal exposure. Period of Performance: one year from date of issuance. This is a notice of intent not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 4:00 PM EDT on September 5, 2005.
