- The Air Combat Command (ACC) Contracting Squadron at Langley AFB, VA intends to award a sole source procurement to RBR Tactical Armor Inc. (GSA Contract Number GS-07F-0291M) for the purchase of 1,268 tactical assault vests. Delivery is required NLT 30 Sep 2005. This is a follow on procurement to comply with specialized standards required for multiple special forces military units throughout ACC. The source of statutory authority permitting this acquisition method is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) and the applicable FAR (Federal Acquisition Regulation) citation 6.302-1. In addition to meeting NIJ (National Institute of Justice) IIIA certification, the vests must be fully fragmentation tested and provide the following specific characteristics; - Full chest protection (over-the-head or side entry) - Front to back overlapping adjustable side protection -Two-point adjustable over the shoulder ballistic protection -Retractable, internally housed, groin protection - Removable ballistic collar with wide Velcro attachment - Removable ballistic arm/bicep protection - Removable and adjustable components to allow for a wide variety of wearing configurations -PALS / MOLLE webbing on vest surface for flexibility in pocket attachment - Down-Man rescue drag strap - Dedicated hydration system pocket capable of holding 100oz bladders with hose retention and routing loops - I.D Card Pocket with Fas-Tex Secure Straps, and two-inch by seven-inch front and rear Velcro (loop) identification strips on plate pocket flaps - Ambidextrous integrated D-Ring for gas mask carrier attachment and equipment tie off points - Integrated Arm Guard Storage System - Field Repair parts kit for each vest - Front and rear hard armor plate pockets capable of accepting Level III/IV hard armor plates - Vest Carrier Material: consisting of 1000 Denier Cordura fabric (140F Nylon), water repellent treated, Desert Tan-30277; 1 inch webbing: Olive Drap Type A 43668; Buckles: National Moulding, Duraflex, Mojave, 1 inch replaceable side releases - Warranty Requirements: 18 months for vest covering material and 5 years for ballastic materials. If there are any other businesses that can provide the specified item, they must respond to this notice before 1600 hrs (EDT) on 29 August 2005. Offerors responding to this notice must provide proof that their equipment will meet the requirements stated herein. Information must be submitted in writing to the Contracting Officer and at a minimum include equipment brochures, company literature, and documented validation that their equipment can meet ACC Security Force?s standards. Product demonstrations may be required. Also include a list of at least three organizations currently using the suggested equipment. If no responses are received by the above date, a sole source procurement with RBR Tactical Armor Inc. will be pursued.
