Description
This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 334516 and the Size Standard 500 employees. This is a Request for Quote (RFQ) issued from Purchase Request F2BBAS5216A200. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-05 effective 27 July 2005. The Government intends to award a purchase order with one Contract Line Item Number (CLIN 0001) for an Electron Multiplication (EM) CCD camera system (Photonmax 512B or similar). QTY/Unit of Measure: 1 Each; FOB and Inspection/Acceptance: Destination. The requested date of delivery shall be no later then 30 days ARO (After Receipt of Order). The 66th CONS Contracting Flight, Hanscom AFB, MA has a requirement for the Air Force Research Lab, Global Ionospheric Processes, as outlined in the specifications below. In accordance with FAR Clause 52.211-6, if quoting on a brand name or equal, the offeror must meet the salient physical, functional, or performance characteristic specified in this solicitation. Scientific Camera System Specs.: 8mm x 8mm back illuminated EM-CCD chip; 1 Hz - 30 Hz frame rate; air cooling to - 50 C or below; 16 bit resolution/dynamic range; dual digitization capability (traditional low-noise slow readout for long exposures); long-term guaranteed vacuum seal; no external controller required; 512x512 pixel resolution (higher resolution not expected to be useful); 95% peak quantum efficiency; PCI interface card included; Compatibility with custom lens assembly. The Government will award a firm-fixed price purchase order resulting from this solicitation to the responsible offeror with the lowest price, technically acceptable offer conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. In accordance with FAR 52.212-2, the following factors shall be used to evaluate offers: A) technical capability of the item offered to meet the Government requirement, B) price. Technical capability and price are rated equally. Offerors are reminded to include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications Commercial Items with the offer.
