Description: The Naval Air Systems Command (NAVAIR) plans to negotiate a contract with CALCE Electronics Products and Systems Center on an other than full and open competition basis for a 1 year full membership for the primary purpose of access to their Mitigation of Obsolescence Cost Analysis (MOCA) tool to assess all specified systems in the V-22 aircraft and develop V-22 optimum design refresh plan recommendations. Specific tasking includes access to CALCE resources, training support, and software engineering for the design, development, and integration of new and existing software components. CALCE is the sole designer, developer, and producer of the MOCA Tool.
